UNDERGRADUATE Policies and procedures at RESIDENCE POLICY: College residences include dormitories and fraternities. With the exception of commuters, all students are required to live in college rooms and to eat in college dining halls or fraternities. A few men may be granted permission by the Dean of Students to live in approved off-campus housing when the college facilities have reached capacity. Residences open at 8:00 a.m. on the day preceding registration for each term and close the first evening of each vacation. All students must leave the campus within twenty-four hours of their last examination unless permission to remain is granted by the Dean of Students. Upperclassmen are not permitted in freshman dormitories unless properly authorized. Alcoholic Beverages: The College policy on drinking is as follows: The College disapproves of the drinking of intoxicating liquor (or any alcoholic beverage) while in residence or while living under college rules. Drinking in college approved housing or at college approved social functions constitutes an infraction of the college code. Any ungentlemanly or unladylike conduct resulting from drinking constitutes and infraction of the college code. Students are reminded of the Pennsylvania State law which states as illegal the drinking of intoxicating beverages by persons under 21 years of age. The State fines and penalties for misrepresentation of age by a minor are: $300 for the first offense. $500 and/or up to six months in jail for the second offense, and $500 and/or up to one year in jail for the third offense. A Meadville City ordinance prohibits a minor from purchasing or having purchased for him, or consuming or having served to him any alcoholic beverage. A violation will result in a fine or a term in the County Jail. Apartments: Women may attend parties in men’s apartments with the following stipulations: The host must be an occupant of the apartment and responsible for the actions of his guests. There must be at least two couples present. The male student having the party must register the names of both men and women attending the party with the Student Chaperone Coordinator by 5:00 p.m. of the day of the party. The times of the party and location of the apartment must be registered with the Coordinator. Permission of the apartment owner must be secured. Conduct shall be in accord with college policy. Houseparties in cottages are not permitted at any time. Marriage: When planning to marry, students are to so inform the Dean of Students prior to the Ceremony. PROCEDURES: A room key (for which a $2.00 deposit is required) must be obtained by each dormitory resident at the Housekeeping Office in Brooks Hall. The deposit will be refunded upon return of the key to the Housekeeping Office. No refund will be paid for duplicate keys made off campus. If a key is lost, a duplicate will be issued by the Housekeeping Office for a charge of 30˘. Rooms are to be kept locked when unoccupied. The College cannot be responsible for lost or stolen articles. Losses should be reported promptly to the Resident Adviser or Student Counselor. No change of room or roommates may be made without permission of the Deans of Students and the Resident Adviser or Student Counselor. Furniture may not be moved from its assigned room. Property Damage is the liability of the students and will be assigned accordingly. Please report all damages to the Business Mgr. Men who plan to leave the dormitory overnight must inform the Resident Adviser or Student Counselor of their destination. Women observe AWS regulations. Miscellaneous: Tampering with Fire Equipment or setting a fire will result in suspension from the college. Firearms or deadly weapons of any kind are prohibited in College housing. Fireworks of any kind are prohibited under Pennsylvania law. Pets of any kind are not permitted in the dormitories. Agents or solicitors (non-student) are not permitted in the residences without written permission of the Deans of Students or Treasurer. Any student seeking permission to sell any commodity or to act as agent or representative for a company must submit such a request in writing to Student Affairs Committee. Dining: There is co-ed dining in Brooks and South Halls. Upperclass students eat in Brooks Hall; all freshmen eat in South Hall. Upperclass men also dine in fraternities and in Klie House. In the college dining halls, breakfast and lunch are cafeteria style meals; dinner is a served meal. The following customs are observed in college dining halls: Faculty and staff members enter the dining halls first. This ruling applies to all meals. Smoking is not permitted in the dining rooms. Women do not wear shorts or slacks in the dining rooms; men do not wear shorts. For served meals, all diners remain standing until grace has been said. Women are expected to wear heels or dress flats with appropriate dress to all served meals and to Sunday supper. Men are expected to wear suits, or slacks and sport coats, dress shirts, and ties to all served meals and to Sunday supper. WOMEN’S REGULATIONS Meetings Attendance at all mass meetings of A.W.S. is compulsory unless the woman has been excused prior to the meeting by the A.W.S. officer in charge. Attendance at all A.W.S. house meetings is compulsory unless the woman has been excused by her Senate member prior to the meeting. The time for house meetings in all women’s residences will be determined by Senate. Men’s Residence Regulations Women shall not be permitted in men’s residences, with the following exceptions: Women shall be allowed on fraternity property at times other than scheduled events when accompanied by the student’s parents. Women shall be allowed on fraternity property to prepare for a scheduled event and to clean up after the event. Women may attend scheduled “open houses” in fraternities provided there is a responsible person in charge. Women may attend functions in men’s residences in accordance with the college apartment party policy. Women mat be in the lounges of men’s dormitories at times agreed upon by the residents of that dormitory and approved by the Judicial President of A.W.S. Dress Slacks, shorts, jeans, and head scarves are not to be worn in the dining room. Bermuda shorts, dress slacks, kilts, etc., may be worn every day except Sunday in accordance with the following stipulations: They may not be worn to the library, Bentley Hall, classes, downtown business district, or to public events off-campus. They may not be worn on special occasions, such as Homecoming Day, May Day, and Commencement Weekend. They may be worn to all sports events except football or basketball games. (The Judicial President may authorize the wearing of slacks to football games when the weather warrants.) Housecoats and dusters may not be worn in any public lobby or living room of any women’s dormitories. Intoxicating Beverages A.W.S. supports and follows the college policy on drinking. Examination on Rules and Regulations All freshman women, transfer women, and those returning after an absence of one term or more are required to pass an examination on the rules and regulations governing Allegheny women. HOUSE RULES Permissions Regular permissions Freshmen First Term* 8:30 p.m. – Monday through Thursday, for four weeks from the opening day of classes. 10:30 p.m. – Monday through Thursday, for the remainder of the first term. 11:00 p.m. – Friday and Saturday. 12:00 m. – Saturday and one additional night per month Second and Third Term 10:30 p.m. – Monday through Thursday 12:00 m. – Friday, Saturday and four additional nights per month 11:00 p.m. – Sunday Signing Out and In All freshmen women must record on the destination sheet any absence from and return to the dormitory after 7:00 p.m. All additional 12:00 permissions must be recorded on the late-minute cards. *The word “term” refers to the period from registration day through the last day of the examination period. Sophomores and Juniors 12:00 m. – Sunday through Saturday 1:00 a.m. – Three Saturdays per term, in addition to any specially extended permissions until 1:00 a.m. All additional 1:00 permissions must be signed out before midnight and recorded on the late-minute cards. Seniors A woman may assume senior privileges for the last three terms only before the date of her expected graduation. 12:00 m. – And night before registration Transfer Women shall assume automatically the regular permissions of their class. Special Permissions Friday and Saturday Parties Requiring a Later Permission. Permissions on Friday and Saturday nights will be extended automatically to 12:30 a.m. for students attending a college authorized party (approved by Student Affairs Committee) in Meadville, and to 1:00 a.m. when the party is out of town. Homecoming Day and May Day A 12:30 a.m. permission is granted to all women the night before Homecoming Day and May Day. If classes are called off on these Saturdays, a 1:00 a.m. permission will be granted the Friday night before. Examination Period Each freshman is granted 12:00 midnight permission upon the completion of all her examinations. Commencement Any women staying in Brooks Hall until Commencement are granted 1:00 a.m. permissions every night after the end of the term examination period with the following exceptions: 3:00 a.m. permission on the night of the Commencement Dance. 12:00 midnight permission on the night before Commencement. Vacations Any woman who is planning to return to the dormitory the night a vacation ends is expected to return by 12:00 midnight, unless an emergency prevents her doing so. In such cases, the student must notify the Associate Dean of Students, the Judicial President of A.W.S., or any Resident Adviser or Student Counselor. If a woman is returning on the following day, the regular permissions will be observed. A freshman woman, or an upperclass woman who does not have on file a blanket permission for the current year, must have written permission from her parents to go anywhere other than home (or with her parents) during a vacation period. When leaving the dormitory before a vacation (including summer vacation), each woman must file a sign-out slip in the overnight box as well as sign out on the vacation destination sheet; upon returning to the dormitory she must sign in immediately in both places. Employment Babysitting Names of all women who wish to babysit must be placed on an approved list with the person appointed by A.W.S. Parental permission must be obtained for freshmen and placed on file with the Associate Dean of Students. No permission shall exceed the latest permission of the evening granted to any woman in the dormitory where the babysitter is living unless special permission is granted by the Judicial President. Work on campus: Permission to work on campus (grill, library, etc.) requiring a permission later than the regular one must be obtained from the Judicial President of A.W.S. Work off campus: Permission to work off campus must be obtained from the Associate Dean of Students. Freshmen A freshman whose family is visiting in Meadville may obtain from the Judicial President of A.W.S. a special permission (12 midnight) to be out with them. A freshman must sign out with a question mark (for time of return) for certain college-sponsored activities. Following an all-college event (lecture, concert, etc.), the freshman must return to her dormitory and sign in within one-half hour after the close of the event (in no case later than 12 midnight). Following campus activities (for which the freshman has obtained special permission) such as club meetings, seminars, work in the laboratories, or the College Union, she must return to her dormitory and sign in immediately after the close of the meeting or class. Permission for trips out of town with campus organizations must be arranged with the Associate Dean of Students before the trip is made. Additional special permissions (such as library and penny-a-minute nights) may be granted upon request by the Judicial President of AWS. Overnight Permission Women absenting themselves from their own dormitory overnight must sign out and in, in the overnight card file. Permission to stay overnight in Meadville must be obtained by notifying the Judicial President of A.W.S. by 6:00 p.m. Permission for women to stay overnight out of town with persons other than their own families is granted upon parental consent. Freshmen must each time have a note of permission from their parents sent directly to the Associate Dean of Students. Upperclass women must follow the above procedure or obtain blanket permission. Except by permission from the Judicial President of A.W.S. to be obtained by 6:00 p.m., women shall not absent themselves overnight from the dormitory after attending a social event for which a special permission has been granted. A woman spending the night on campus but in another dormitory assumes her regular permission and not that of the residents of the dormitory in which she is staying, If a woman is unable to return to the dormitory on the date she has specified or the hour of her permission, she should notify the Assiciate Dean of Students, the Judicial President of A.W.S. or Student Counselor. No woman may leave the dormitory or open the locked doors between the hour of her permission and 5:00 a.m., except with the consent of a Resident Adviser, Student Counselor, Night Operator, or Judicial President of A.W.S., or in the case of a fire or fire drill. Late Minutes Each woman student will be granted 10 late minutes per term. When late minutes are taken, the number must be recorded on the late-minute card. Regular late minutes may not be taken during the final examination period. A woman student may make a personal appeal to the Judicial President of A.W.S. that late minutes incurred in a particular instance not be added to the regular late minutes if her tardiness was due unforseeable circumstance (such as bus, train, or plane arriving later than originally scheduled). Quiet Hours Quiet hours must be observed in Brooks and South at the following times: Monday through Friday
Saturday
Sunday
Radios, Pianos, Telephones, Washing Machines, Etc. During quiet hours no radios, hi-fi sets, record players or TV sets (including those in public lounges and recreational rooms of the dormitories) should be played loudly enough to disturb any other resident of the dormitory. Pianos are not to be played during quiet hours except with permissions from the Judicial President of A.W.S. A fine of $5.00 will be imposed for violations. Telephones in Brooks are not to be used after 12:00 midnight; telephones in South are not to be used after 11:30 p.m. The washing machines in Brooks may be operated only between the hours of 9:00 a.m. and 11 [sic] p.m. The washing machines in South may be operated only between the hours of 7:30 a.m. and 10:30 p.m. Shouting, conversing with persons outside the dormitory, etc., constitute violations of quiet hours. To encourage quiet hours, Senate will determine a uniform time for house meetings in all women’s residences. Men Guests All Women’s Dormitories Women shall not take men to their rooms except in cases of emergency when permission must be obtained from a Resident Adviser or a Student Counselor of the dormitory, or the Judicial President of A.W.S. Male relatives are permitted in the dormitories, if accompanied by a woman student, on Saturday and Sunday only from 2:00 p.m. to 5:00 p.m. except that on scheduled Parents’ Weekends they may be in the dormitories from 12 noon to 5:00 p.m. Men may be in the dormitories to carry luggage when accompanied by the woman student at the following times: Before classes begin in September From the end of the examination period through The last day of registration for second and third terms Commencement Day During the final examination period with the permission of the girls residing on the floor Food is to be delivered only by way of the lobby doors. Brooks Hall Men shall be allowed in the Pine Room, Green Room, and Lobby from: Monday through Saturday from 7:30 a.m. until 12:00 midnight or the hour of an extended all-college or party permission, or on Saturday night until 1:00 a.m. when accompanied by a woman having senior permission or taking a special 1:00 a.m. permission. Sunday – 8:40 a.m. until 12:00 midnight South Hall Men shall be allowed in the Lobby of South Hall from 9:00 a.m. until the hour of regular permission, or the hour of an all-college extended permission if a receptionist is on duty. Women Guests Upon arrival the guest should register with the switchboard operator or receptionist in the main lobby of the dormitory in which she is staying. At Brooks Hall the guest must be registered with the switchboard operator. At South Hall the guest must be registered with the Brooks switchboard operator, the dormitory receptionist, and the student counselor in the section in which she is staying. At any other women’s residence, the guest must be registered with the Brooks switchboard operator, and the Resident Adviser in the dorm in which she is staying. The name of any guest must be registered with the fire checker of the dormitory section in which she is staying, and during a fire drill, a guest is to follow the same procedure as residents. Any guest in the dormitory is subject to the A.W.S. rules and regulations. She assumes the permission of her hostess (the girl with who she is staying), however: A guest of a freshman woman may assume a 12:00 midnight permission on Friday night. A guest of an upperclass woman may assume a 1:00 a.m. permission on Saturday night. A guest attending a college authorized social event may assume the later permission granted for that event by the Judicial President. [sic] of A.W.S. A guest shall be allowed 3 late minutes throughout her stay; she will be fined 10˘ for each additional minute late, payable to the Senate member at the time the late minutes are taken. Fire Drill Regulations A student not in or near her room must leave the dormirtory quickly and quietly by the nearest exit, and then report to her assigned exit. A student in her room must: Close the windows Leave at least one light on Wear a heavy coat and heavy shoes; carry a towel Leave the door open and unlatched Go quickly and quietly to the assigned exit Any student must: Go outside the building Answer to roll call by her last name Wait for “all clear” before re-entering the building Smoking Smoking is not permitted in the Lobby or Green Room of Brooks Hall. Smoking is not permitted outdoors on campus with the exception of the library steps and the front porch of Cochran. INTERPRETATION AND ENFORCEMENT Senior Court Senior Court shall have the responsibility and duty to interpret all women’s regulations and house rules. All violations of women’s regulations and house rules, and those matters of conduct which Senior Court deems serious enough to demand special attention are under the jurisdiction of the court. Penalties may include expulsion, suspension, probation, fines, “campusing” or any other penalty which the Court deems appropriate. Frequent violators of the regulations governing signing in and out will be referred to Senior Court. Fines and Penalties A student who has been “campused” may not: Leave the college grounds Go to the Grill or Pizza Villa Have dates with men Be absent from the dormitory after 8:30 p.m. Fines Standard fines include: $1.00 fine for failure to record an overnight absence and/or return in the file box. $1.00 fine for an unexcused absence from an AWS [sic] mass meeting. $1.00 fine for failure to report at the time of a fire drill $ .50 fine for an unexcused absence from an A.W.S. house meeting $5.00 fine for piano-playing during quiet hours. A fine imposed by A.W.S. and unpaid at the end of the term results in the withholding by the College Treasurer’s office of the permit to take final examinations. SOCIAL REGULATIONS The Student Affairs Committee is the primary policy making bady for organized co-curricular activities. It serves as a clearing house for all groups who plan college activities and acts as a co-ordinator of the college calendar. Four faculty members are appointed by Faculty Council. Student members are appointed by ASG. The Deans of Students and the President of ASG are ex-officio members, one of the deans being regularly the chairman. This committee must approve and schedule all co-curricular events and activities. Requests for all events during any academic year must be submitted in writing early in the second term of the preceding year on forms available in the Deans of Students Office. Requests for changes or addition during the course of any academic year should be submitted to the committee not later than the committee’s regularly scheduled meeting time during the week preceding the date for which the event is requested. In arranging activities on the calendar, the committee is guided by the following principles: Time of Social Events: Monday evening is reserved for meetings of social groups. Tuesday evening is reserved for departmental club meetings and special interest meetings. Wednesday and Thursday evenings are reserved for lecture, concerts, and hour exams. Parties may be held only on Friday or Saturday evenings. Formal open house or teas may be held on Sunday afternoon in fraternity houses and dormitories. Fraternity house lounges may be open for members and guests on any Friday, Saturday, or Sunday night when the college is in session if the fraternity so desires. A fraternity, in the interest of promoting better relationships among social groups, may combine for such an open lounge with one or more other fraternities; on a Friday or Saturday night such a combination may have a small band, and such occasions will not count among the regular number of parties permitted. The following stipulations, now in effect for open lounges, will continue to apply: The request for an open lounge must be registered in the Deans of Students Office at latest by noon of the day on which such open lounge is desired. An elected officer of the host fraternity must be present and will be responsible for all conduct. Dinner parties, banquets, and picnics may be held any evening of the week, but must be over by 9:00 p.m. Any organization planning events which would take a number of students out of the dining rooms are asked to notify the Dietitian at least two days in advance. Women’s permissions shall be 12:30 a.m. for sorority and fraternity parties held on Friday nights at the houses or in town, with 1:00 a.m. permissions for out-of-town functions. For Friday night parties sponsored by classes, clubs, and the College Union, upperclass women students will have 12:00 o’clock [sic] permissions, with the freshman women assuming their regular Friday night permissions. No party may be held the evening before a final examination. No other event may be scheduled on the evenings of ASG all-college functions. Number of Social Events: All social organizations may schedule five parties per year. Picnics, teas, and parents’ weekends are not included among the five parties each year, but must be submitted to and approved by the Student Affairs Committee. Each social organization is permitted two spontaneous functions per year in accordance with the following stipulations: Permission of the Faculty and Student Co-Chairmen of the Student Affairs Committee must be secured by 6:00 p.m. of the day of the event. Such events are limited to a Friday or Saturday night when there is no scheduled ASG event. AWS regular permissions will be in effect. Chaperone regulations will be in effect. Place of Social Events: Request for the use of college rooms for parties or meetings are to be made through the Deans of Students’ Office and are also to be cleared with the person in charge of the room or building. Requests for the use of College Union facilities must be made to the Union Director. Both the time and place of parties which are to be held off campus must be approved by the Student Affairs Committee. Requests for the use of facilities of Bousson are to be made to the president of the Outing Club. The key to the Bousson Student Cabin may be secured from the president of the Outing Club. PROCEDURE FOR PLANNING SCHEDULED SOCIAL EVENTS: A student shall be responsible for arranging and supervising each social function. The fraternity president’s responsibility for all conduct in the house may be delegated to another elected officer who shall be present when lounges are informally open for members, dates, and guests. When an organization is granted permission for a scheduled party closing later than regular AWS permissions, the chairman responsible should give the Judicial President of AWS, by noon of the day of the party, a list of women students invited. The list for each dormitory must be alphabetized. Visiting women dates at the party should be listed seperately in alphabetical order and dormitory residence. STUDENT CHAPERONING, 1962-1963: The following are the policies set up by the AUC Executive Committee: Student chaperones must make application and be interviewed and selected by the AUC Executive Committee, Dean of Students, and the Student Chaperone Coordinator. Two student chaperones are sufficient for a social gathering. Student chaperones have the same responsibilities as faculty chaperones except for organized out-of-town activities, which require faculty chaperones. The student chaperone must notify the Student Coordinator of a particular function at least four days prior to the function. A function is properly chaperoned only if the student has notified the coordinator before the function begins of the time and place of the function. If couples are in a fraternity house at a student chaperoned function, areas of the house open must be those defined by the Student Affairs Committee and fraternity. Absolutely no drinking is permitted at student chaperoned functions. The student chaperone is responsible to remain at a function until it ends. It is the further responsibility of the student chaperone to secure the cooperation of the students concerned regarding the policies of the Student Chaperone Program. One of the most important goals of the Student Chaperone Program is to make an increase rather than a decrease in the number of invitations extended to faculty members to attend student affairs. It provides an opportunity to entertain faculty members as friends and as guests. |
