These are situations that might occur at any point in the process of making a webpage.
- New materials may have to be added.
- Feedback from clients and users may cause major rethinking.
- Users should be given a reason to return to your pages.
- If you need an FAQ, your site isn't clear enough.

- Individual pages should be manageable

- Might look like the Official Allegheny Webpage
- Should use colors and symbols that evoke Allegheny
- Should use colors and symbols that represent history
- Should use colors and symbols that represent landscape, especially in the section on Green Allegheny.

It's very important to include navigational indicators on each page.
Navigation items can include buttons, graphics, or lists.
